Requires a primary election to be held at least 45 days before any special election called to fill a vacancy in office, replacing the previous system where party nominating committees could directly select candidates for special elections

Removes the authority of party nominating committees to select candidates directly for special elections to fill vacancies; committees may only select candidates in limited circumstances such as death, withdrawal, or disqualification of candidates

Repeals Section 115.381, which required the Secretary of State to notify election authorities of candidates selected by party nominating committees for special elections

Extends existing candidate filing and withdrawal procedures (Sections 115.305 to 115.359) to apply to special elections to fill vacancies
