Establishes an Accelerated Rehabilitative Disposition (ARD) Pilot Program in Missouri's 16th, 21st, and 22nd judicial circuits, allowing eligible defendants to earn dismissal of pending charges through completion of a rehabilitation program

Defendants must have no prior convictions for violent crimes or domestic violence, be represented by an attorney, and file an application to qualify for the program

Program conditions may include restitution, costs, and administrative fees (waivable for indigent defendants), with a maximum program duration of two years and no fines permitted

Successful completion results in dismissal of charges and automatic expungement of the defendant's arrest record, unless the prosecuting attorney objects within 30 days

Pilot program automatically expands statewide after five years unless repealed by the legislature
