Creates the "Missouri on the Go Fund" in the state treasury to encourage and promote the relocation of retirees to Missouri through marketing, specialized promotion services, and pilot programming

Triggers a one-time $15 million appropriation when net general revenue collected exceeds the previous fiscal year by at least 3%, with subsequent annual appropriations to maintain the $15 million balance

Fund moneys do not revert to general revenue at the end of the biennium and any investment interest earned is credited back to the fund

Division of Tourism must submit an annual report to the General Assembly including demographic data on retirees relocating to Missouri, marketing strategies used, expenses, new initiatives, and estimated/actual fiscal benefits

Remaining funds after primary purposes may be used for staffing and operating expenses of the Division of Tourism's program activities and accountability functions
