Mayors shall now be counted for purposes of establishing a quorum at board of aldermen meetings

A tie vote is defined as occurring when a quorum is present and exactly one-half of elected or appointed board members vote in favor of a question

When the mayor breaks a tie vote, the resulting action is deemed the action of a majority of the board of aldermen

The mayor's general supervision over city officers and affairs is now explicitly subject to the direction of the board of aldermen
