Amends Section 478.007, RSMo to expand eligibility for DWI court programs by prohibiting rejection of participants solely based on having a single previous non-dangerous felony conviction

Applies to circuit courts and charter counties with populations between 600,000 and 700,000 that have established DWI dockets or courts

DWI courts provide alternative case disposition combining judicial supervision, drug testing, continuous alcohol monitoring, substance abuse treatment, and traffic offender program compliance

Allows court-approved private probation services to supervise DWI court participants when the state division of probation and parole is unavailable

Courts retain discretion to deny acceptance based on their ability to adequately provide services or handle additional caseload
