Creates the "Interim Committee on Traffic Fines and Court Costs" to recommend whether the 30% cap on municipal revenue from traffic fines should be raised, lowered, or maintained

Committee consists of 9 members: 2 senators, 2 state representatives, and 5 jointly appointed members representing municipal courts, the legal community, and local governments

Requires the committee to visit municipalities flagged by the state auditor for compliance audits during 2014-2015 and hold hearings on whether consolidating neighboring municipalities would be beneficial

All members must be appointed by September 15, 2015, with the first meeting by October 1, 2015

Committee must submit its report and legislative recommendations to legislative leadership by January 5, 2016
