Expands the vocational enterprises program (a state prison industries program) to allow open market sales of manufactured goods to the general public at prevailing market prices

Removes the previous restriction that limited open market sales only to cases of excess inventory

Eliminates the requirement that open market sales must be "in the best interest of the department" before being permitted

Prices for goods sold to the general public must be uniform and cannot exceed the market price for similar goods and services

State agencies and institutions remain required to purchase from the vocational enterprises program before seeking outside sources, with a 90-day fulfillment window
