Bars eminent domain for transmission line projects constructed entirely with private funds where users pay for the transmission line

Exempts rural electric cooperatives and municipally owned utilities from these new restrictions

Retains existing eminent domain authority for private utilities, public utilities, pipelines, railroads, and common carriers as granted elsewhere in Missouri statutes

Maintains existing requirements for power generation facility projects to hold public meetings or notify property owners of the condemning authority and proposed use before making purchase offers
