Missouri Department of Higher Education would consider creating a "Pay Forward, Pay Back" pilot program to replace tuition and fees at select public higher education institutions

Missouri resident students who qualify for admission could enroll without paying upfront tuition or fees, instead signing binding contracts to pay a percentage of their annual adjusted gross income after graduation for a specified number of years

If the department determines a pilot program is warranted, it must submit a proposal to the 2017 regular session of the General Assembly for approval

The program would require establishing an immediate funding source for the first 15-20 years and creating a revolving fund to collect graduate payments
