Requires Missouri law enforcement to immediately transport fugitives or persons with outstanding warrants directly to the jurisdiction where they are wanted, rather than holding them locally, when that jurisdiction is within 30 miles and the person has no pending charges in the arresting jurisdiction

Mandates that when a detained person is wanted by multiple jurisdictions within 30 miles, the holding jurisdiction must notify other jurisdictions of impending release in order of proximity

Allows jurisdictions 4 hours to retrieve a wanted person after notification; if they fail to do so, the holding jurisdiction may transport the person to the next nearest jurisdiction where they are wanted

Authorizes convicted persons to be charged $1 per mile and $25 per hour (or fraction thereof) for transportation costs, which are taxed as court costs and remitted to the transporting jurisdiction

Permits the Missouri Supreme Court to establish alternative reasonable transportation fees from time to time
