Healthcare contractors providing services to the Department of Corrections must supply electronic image copies of paid invoices (hospital, medical providers, diagnostics, labs, pharmaceuticals) to the Office of Administration's chief information officer in near-real-time format.

Contractors must also provide invoice information in electronic format via secured internet transmission on an individual field basis (e.g., first name, procedure, price) in commonly-accepted file formats such as ASCII, text, or API to prevent data silos.

The Department of Corrections must develop a written procedure to protect offender personally identifiable information while allowing tracking of individual offenders across the required documents and data.

Information provided under this section is classified as an open record under chapter 610 and must be provided at no cost to requestors or the state; this requirement will be included in future offender healthcare service contracts.

Healthcare contractors failing to provide required information by October 28, 2015, become ineligible to provide offender healthcare services; terminated contractors and their successor or affiliate entities are barred from state service for five years.
