Prohibits supervisors from taking immediate disciplinary action against peace officers who refuse orders they reasonably believe to be unlawful or who disclose information that would benefit the public

Defines "disciplinary action" broadly to include dismissal, demotion, transfer, reassignment, suspension, reprimand, warning of possible dismissal, or withholding work

Allows peace officers to request an administrative hearing under Chapter 536 through either their employing agency or the peace officer standards and training commission for alleged violations

Permits peace officers to file civil lawsuits for damages within 90 days of an alleged violation

Courts may award actual damages plus litigation costs and reasonable attorney fees to prevailing officers
