Expands eligibility for industrial development corporation directors in first classification counties with 65,000-75,000 inhabitants (St. Francois County) to include qualified taxpayers and registered voters of the county, not just the municipality

Directors must be resident taxpayers for at least one year prior to appointment and cannot be officers or employees of the county or municipality

Directors serve without compensation but receive reimbursement for actual expenses incurred in performing their duties

Boards must have at least five directors appointed by the chief executive officer with advice and consent of the governing body, serving staggered terms of two, four, and six years

Directors whose terms expire continue serving until a successor is appointed if no replacement has been named
