Establishes a "Committee on Schools for the Severely Disabled" within the Department of Elementary and Secondary Education, consisting of 5 members appointed by the commissioner of education, speaker of the house, president pro tem of the senate, and chair of the joint committee on education

Committee membership includes one DESE employee, one House member, one Senate member, one Joint Committee on Education member, and one staff member from Missouri schools for the severely disabled

Committee responsibilities include examining regulations governing schools for the severely disabled established under section 162.730 and recommending regulatory changes to improve services for students

Requires the committee to report findings and recommendations to the House Committee on Elementary and Secondary Education before December 1, 2015
