Amends Section 50.1140, RSMo, governing the Missouri County Employees' Retirement System

Members with less than eight years of creditable service who terminate employment forfeit all rights in the fund but may receive a refund of their contributions

Members with at least eight years of creditable service are entitled to an annuity, with the option to defer until age 62 or begin receiving benefits after age 55 with early retirement reductions

Creates a new pathway for former members to restore forfeited creditable service by returning to employment, completing a total of twelve years of creditable service (including forfeited time), and repaying the previously refunded amount plus interest at the prime rate plus two percent

Existing law already allows restoration after eight years of uninterrupted service; the new provision provides an alternative that counts forfeited service toward the twelve-year requirement
