Establishes the Early Childhood Health and Education Trust Fund in the state treasury, distributed to counties based on population of children under five, with 2% allocated to the oversight committee for administration

Allocates 92% of community fund moneys to program accounts and 8% to administrative accounts, with councils awarding grants to public and private entities for child development, health screenings, preschool, and family support programs

Requires annual reporting to the governor and legislature beginning January 2019, with all councils and the oversight committee subject to open meetings laws and state auditor review
