Expands the definition of "judge" for retirement benefit calculations under sections 476.515-476.565 to include commissioners of the court of appeals

Maintains existing retirement age of 70 for magistrate judges, probate judges, and probate ex officio magistrate judges, with provisions allowing service until age 76 under certain conditions

Circuit court commissioners and deputy commissioners appointed after February 29, 1972 remain eligible for retirement benefit calculations under the judicial retirement plan
