Establishes recall procedures for elected officials in fourth classification cities within charter counties with populations between 300,000 and 450,000 (applies to St. Charles County)

Officers must have held office at least six months before a recall petition can be filed; for two-year terms, only one recall petition allowed per term

Recall petitions require signatures from at least 25% of registered voters and must be filed within 60 days of the earliest signature, stating grounds of misconduct, incompetence, or failure to perform duties

County clerk has 10 days to verify petition signatures; insufficient petitions may be amended within 10 days for re-examination

If petition is certified sufficient, a special election is held where a majority vote FOR removal creates a vacancy; recalled officers cannot run for or be appointed to fill their own vacancy
