Appropriates $102,991,759 total for Missouri state government real property leases, utilities, systems furniture, structural modifications, and related expenses for fiscal year July 1, 2015 through June 30, 2016

Allocates $71,014,354 from General Revenue Fund, $18,531,107 from Federal Funds, and $13,446,298 from Other Funds across multiple state departments and agencies

Provides largest appropriations to Department of Social Services ($14.9 million), Department of Mental Health ($24.3 million), and Department of Corrections ($7.2 million) for facility-related expenses

Allows up to 5% budget flexibility between facility management sections and between departments, with 100% flexibility between Federal Funds within each section

Explicitly prohibits any appropriated funds from being used for travel or staffing costs for the offices of the Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, or Attorney General
