Establishes a prescription drug monitoring program administered by the Missouri Department of Health and Senior Services to track prescribing and dispensing of Schedule II, III, and IV controlled substances

Requires dispensers to electronically submit prescription data within 7 days, including pharmacy DEA number, prescriber information, drug code, quantity, days' supply, and patient identification

Limits data access to authorized prescribers and dispensers for patient care, law enforcement with subpoena or court order, licensing boards, Medicaid, and individuals requesting their own records

Imposes $1,000 administrative penalty per violation for dispensers who knowingly fail to submit or submit incorrect information, and makes unauthorized disclosure a Class A misdemeanor

Program funding must come exclusively from gifts, grants, and donations, and includes a 6-year sunset provision requiring legislative reauthorization
