Adds 46 new sections to Missouri law (sections 479.400-479.490) establishing comprehensive procedural rules for municipal courts handling ordinance violations, including requirements for violation notices, information filing, summons, and warrants

Guarantees defendants arrested for ordinance violations the right to release from custody pending trial, with release conditions ranging from written promise to appear to execution of bonds with cash deposits or sureties

Requires courts to inform defendants at initial appearance of the violation charged, right to retain counsel, right to appointed counsel if indigent and facing possible jail time, and right to remain silent

Establishes procedures for guilty pleas requiring judges to personally address defendants in open court, explain maximum penalties, verify the plea is voluntary, and determine a factual basis before accepting the plea

Provides right to jury trial upon written motion filed at least 10 days before scheduled trial date, with cases certified to presiding judge for assignment if motion is granted
