Establishes an Accelerated Rehabilitative Disposition (ARD) Pilot Program in Missouri's 16th, 21st, and 22nd judicial circuits, allowing eligible defendants to earn dismissal of pending criminal charges by completing a rehabilitative program lasting up to two years

Defendants must have no prior convictions for violent crimes or domestic violence, be represented by an attorney, and file an application to qualify for the program

Program conditions may mirror probation requirements including restitution, but fines cannot be imposed; courts may waive costs and administrative expenses for indigent defendants

Successful completion results in dismissal of charges and automatic expungement of the defendant's arrest record, unless the prosecuting attorney files objections within 30 days

Pilot program automatically expands statewide after five years unless the provisions are repealed by the legislature
