Repeals 32 existing sections of Missouri liquor law and consolidates them into 11 new sections, simplifying the licensing structure for intoxicating liquor sales

Creates four main license types: original package sales (not for on-premises consumption), by-the-drink sales (for on-premises consumption), and equivalent beer/wine licenses for each category

Removes specific operating hour restrictions that previously varied by license type, location, and day of the week, making all licenses valid for all hours the premises is legally authorized to remain open

Requires criminal background checks on all applicants for licenses to sell intoxicating liquor or beer and wine

Eliminates numerous location-specific licensing provisions for boats, entertainment districts, convention areas, airports, and various population-based city classifications, replacing them with the unified licensing framework
