Creates civil liability for anyone who knowingly uses false government records, makes fraudulent statements to obtain an abortion for a minor, or helps an unemancipated minor obtain an abortion without required parental consent under section 188.028

Physicians who intentionally perform abortions on unemancipated minors in violation of consent requirements face civil liability to both the minor and the person(s) required to give consent

Courts may award damages including compensation for emotional injury (without requiring physical presence), attorneys' fees, litigation costs, and punitive damages

Adults who engaged in or consented to sexual acts with a minor resulting in the pregnancy are barred from receiving damages under this section

Allows courts to issue injunctions against violating conduct upon petition by the attorney general, district attorney, or any adversely affected person, for both anticipated future violations and past conduct reasonably likely to be repeated
