Creates the "Major Economic Convention Event in Missouri Fund" to provide grants to regional convention and visitor's commissions for hosting major conventions where more than 50% of attendees travel from outside Missouri

Grants are capped at the lesser of 50% of hosting costs or $1 million per event, with total annual appropriations limited to $3 million

Eligible costs include security, utilities, cleaning, production, installation/dismantling, facility rental, personnel, and temporary construction for the venue

Applicants must demonstrate they are competing against non-Missouri cities for the event and that the convention would not occur in Missouri without the grant

Commissions must submit a post-event report within 180 days; if out-of-state attendance falls below 50% or costs are lower than projected, partial or full grant refunds are required
