Amends Section 105.030, RSMo, governing how vacancies in state and county elected offices are filled by gubernatorial appointment

Removes the exception that allowed appointees to serve until a date other than the first Monday in January when a term began on a different date

Standardizes that all gubernatorial appointees serve until the first Monday in January following the next general election, regardless of when the original term was set to begin

Maintains existing exceptions: does not apply to lieutenant governor, state senators, representatives, sheriffs, recorder of deeds in St. Louis, or counties with home-rule charters

Preserves the rule that St. Louis recorder of deeds vacancies are filled by the mayor rather than the governor
