Adds 15 new sections to Missouri law (334.1600-334.1642) creating the "Orthotics, Prosthetics, and Pedorthics Practice Act" to regulate practitioners who design, fabricate, fit, and service orthotic devices (braces), prosthetic limbs, and therapeutic footwear

Requires licensure through the Board of Healing Arts for orthotists, prosthetists, pedorthists, and orthotic fitters, with qualifications including completion of accredited education programs, approved residencies, and certification from ABC or BOC

Establishes a grandfathering provision allowing individuals who have practiced full-time for at least three years as of November 30, 2015 to obtain licensure without meeting education requirements, though license renewal requires national certification

Mandates that all orthotic, prosthetic, and pedorthic care be provided pursuant to an order from a licensed physician or podiatrist, with practitioners required to disclose costs and co-pays to patients prior to providing services

Authorizes the Board to issue, deny, suspend, or revoke licenses; levy fines; and investigate unlicensed activity, with unlicensed practice constituting a class C misdemeanor; enforcement begins August 28, 2016
