Establishes a 14-member "Joint Committee on Police Department Oversight" with 7 members from the House and 7 from the Senate, with no party holding more than 4 seats from either chamber

Requires the committee to ensure police departments implement recommendations when the U.S. Department of Justice or Attorney General issues findings of unconstitutional police practices

Mandates the state offer assistance, if possible, to help police departments implement DOJ recommendations

Requires the committee to meet at least twice yearly and file an annual report with the General Assembly by December 31, beginning in 2015

Members receive no compensation but may be reimbursed for reasonable expenses related to their official duties
