Creates the offense of "illegal possession of powdered alcohol" for any person who purchases, possesses, offers for sale, uses, or sells powdered alcohol under Section 577.180

Defines powdered alcohol as alcohol prepared in powdered, crystalline, or capsule form for direct use or reconstitution in a nonalcoholic liquid

Violations constitute a Class C misdemeanor

Provisions expire on August 28, 2016
