Creates a new "miles driven" fee beginning January 1, 2016, of up to $200 for one-year vehicle registration and up to $400 for two-year registration, in addition to existing registration fees

Requires the Department of Revenue to record odometer readings at registration, using bill of sale, certificate of title, safety inspection records, or other approved verification methods

Provides prorated credits against the fee for vehicles driving fewer miles, but no credit or additional charge applies to vehicles exceeding 20,000 miles per year or 40,000 miles per two-year period

Prohibits the use of GPS or any location-tracking technology to monitor vehicle mileage for purposes of this fee

Deposits all revenue from the fee into the state road fund as required by Article IV, Section 30(b) of the Missouri Constitution
