Gas, water, and sewer corporations may apply to the Public Service Commission for periodic rate adjustments to prevent over and under recoveries of service costs due to changes in residential and commercial customer usage

Rate adjustments can account for usage variations caused by weather, conservation, or other factors the commission deems appropriate (expanding from previous law which only covered weather and conservation)

Environmental compliance rate adjustments for electrical, gas, or water corporations are capped at 2.5% annually of Missouri gross jurisdictional revenues, with unrecovered costs deferrable for future recovery

Utilities must file a general rate case with new rates effective no later than four years after any adjustment mechanism is implemented

All adjustment mechanism charges must be separately disclosed on customer bills
