Repeals section 1.320, RSMo and enacts eight new sections (1.410-1.480) establishing the "Second Amendment Preservation Act"

Declares federal firearms regulations that restrict manufacture, ownership, or use of firearms, firearm accessories, or ammunition within Missouri borders to be invalid and unenforceable in the state

Prohibits all state and local government officials and law enforcement from enforcing federal acts, laws, executive orders, regulations, or court orders that infringe on Second Amendment rights

Creates a private right of action allowing Missouri citizens to sue any person or entity, including government officials, for violations; prevailing parties may recover reasonable attorney's fees and costs, with sovereign and qualified immunity unavailable as defenses

Defines "law-abiding citizen" as a person not otherwise precluded under state law from possessing a firearm and who is legally present in the United States or Missouri
