Prohibits the executive branch from extending existing bonds or obtaining additional bonding authority without legislative or voter approval, adding this restriction to both Chapter 33 (state financial administration) and Section 67.657 (regional convention and sports complex authorities)

Repeals Section 67.657, RSMo and replaces it with two new sections: 33.542 and an amended 67.657

Preserves existing authority for counties to submit to voters a hotel/motel tax up to 3.5% to fund regional convention and sports complex authorities

Preserves existing authority for cities to replace a $2 per room license fee with a hotel/motel tax up to 3.5% for convention centers, sports complex authorities, and tourism purposes

Includes an emergency clause for immediate effect upon passage, citing the need to ensure fiscal integrity of the state
