Repeals and replaces section 130.029, RSMo, governing campaign contributions by corporations and labor organizations.

Requires Missouri corporations to include bylaws with procedures assessing majority stockholder will before making campaign contributions or expenditures; contributions cannot be made if a majority of stockholders cannot participate in the vote.

Establishes contribution thresholds triggering stockholder approval requirements: $2,000 for statewide offices (governor, lieutenant governor, secretary of state, state treasurer, state auditor, attorney general); $500 for state senator; $325 for state representative; and $250-$1,000 for other offices based on electoral district population.

Allows corporate board of directors to authorize contributions by resolution without stockholder approval.

Requires labor organizations, cooperative associations, and mutual associations to obtain majority member authorization at a duly called meeting before making contributions or expenditures.
