Expands the 85,500-pound gross weight limit for vehicles hauling livestock or agricultural products to all non-interstate highways in Missouri, removing the previous restriction that limited this allowance to specific routes (U.S. Highways 36, 63, and 65 in northern Missouri)

Requires vehicles hauling over 80,000 pounds under this provision to obtain a yearly permit from the Department of Transportation for a $25 fee

Mandates that permit holders submit annual reports listing roads traveled and miles traveled on each road during the year upon permit renewal

Excludes local log trucks (as defined in section 301.010) from the expanded weight allowance

Maintains the prohibition on operating these heavier vehicles on the Interstate Highway System
