Establishes a dairy producer margin insurance program administered by the Missouri Agricultural and Small Business Development Authority to pay participating dairy producers when their actual margins fall below threshold levels

Creates the Missouri Agriculture Education Scholarship Program offering up to 100 scholarships annually for students pursuing agriculture-related degrees at Missouri two-year or four-year colleges

Scholarship recipients must commit to working in Missouri's agriculture industry for at least two years for every one year of scholarship received

Eligible students must be U.S. citizens, Missouri residents, maintain a minimum 2.5 GPA, and work in agriculture during school or summer

Establishes the Missouri Agriculture Education Scholarship Program Fund in the state treasury, funded by appropriations, gifts, grants, and state taxes paid by the dairy industry
