Prohibits withholding union dues, agency shop fees, or other fees from public employee earnings without annual written authorization from the employee

Bars public labor organizations from using member or nonmember fees for political contributions or expenditures (as defined in section 130.011) without written authorization received within the previous 12 months

Prohibits unions from increasing dues or fees for employees who decline to authorize political contributions

Protects employees from retaliation by prohibiting employers from making authorization decisions a condition of employment or continued employment

Exempts first responders (police officers, sheriffs, firefighters, EMTs, paramedics, registered nurses, physicians, and ambulance personnel) and their labor organizations from these requirements
