Creates an "Economic Development Grant Program" funded by annual general assembly appropriations from general revenue plus any gifts, bequests, or donations

Grants are exclusively for companies to reopen manufacturing factories that have been closed, with grant amounts capped at the cost necessary to reopen the facility

Department of Economic Development administers the program, approves disbursements, and develops the application procedure

If appropriations are insufficient to fund all approved grants in a fiscal year, grants will be reduced pro rata

Program automatically sunsets 6 years after the effective date unless reauthorized by the general assembly; if reauthorized, it sunsets 12 years after reauthorization
