Creates the "Malcolm X Day Commission" within the office of the governor to organize activities and events honoring Malcolm X, culminating in a festival-style event on the Saturday on or immediately prior to May 19th (his birthday)

Events shall celebrate Malcolm X's life, raise awareness about his civil rights legacy, and encourage ending violence, crime, substance abuse, and self-loathing in low-income urban communities

Commission consists of 9 members appointed by the governor, including educators, civic and community leaders, serving staggered 4-year terms (initial appointments split into 2, 3, and 4-year terms)

Members serve without compensation but receive reimbursement for actual and necessary expenses incurred in official duties

Office of the governor shall provide funding, administrative support, and staff for the commission's operation
