Appropriates $161,767,748 total for state government capital improvement projects for fiscal year 2015-2016, comprised of $74,450,000 from General Revenue Fund, $22,350,000 from federal funds, and $64,967,748 from other funds.

Transfers $73,400,000 from General Revenue Fund to Facilities Maintenance Reserve Fund for statewide facility maintenance and improvements.

Allocates funds for specific facility improvements including plumbing ($2,718,091), electrical ($2,718,091), heating/ventilation/air conditioning ($10,131,067), life safety ($2,223,893), roofing ($7,165,876), and security improvements ($2,569,832) at state facilities, with portions of funding withheld until January 1, 2016.

Appropriates $33,000,000 to Department of Conservation for land acquisition and facility improvements, $27,981,500 to Department of Natural Resources for state parks capital improvements, and $20,000,000 to Missouri National Guard for facility maintenance and repairs.

Provides funding for specific projects including $1,473,719 for Missouri Lottery Commission headquarters repairs, $200,000 for school building reconstruction, and $850,000 for Kansas City area state leased space consolidation.
