Designates Section 311.310 as "Austin's Law" and increases penalties for property owners who knowingly allow minors under 21 to drink or possess alcohol from a class B misdemeanor to a class D felony (class E felony for offenses on or after January 1, 2017)

Elevates second or subsequent violations from a class A misdemeanor to a class C felony (class D felony for offenses on or after January 1, 2017)

Creates a class B felony penalty if an underage person causes death or physical injury to another while intoxicated from alcohol provided in violation of this section

Prohibits licensed alcohol sellers, public venues, and their employees from selling or serving powdered alcohol (defined as alcohol in powdered, crystalline, or capsule form)

Makes possession, purchase, sale, or use of powdered alcohol a class C misdemeanor, with exemptions for hospitals, state institutions, colleges, and pharmaceutical/biotechnology companies conducting scientific research
