Authorizes a $10 surcharge on all criminal court proceedings, including ordinance violations, traffic laws, and infractions, in third classification counties with 37,000-41,000 inhabitants and a county seat city of 11,500-13,000 inhabitants (targeting Howell County)

Surcharge cannot be collected if the case or defendant is dismissed, or if costs are paid by the state, county, or municipality

Municipal authorization required via order, ordinance, or resolution before surcharges can be collected for state criminal law or county ordinance violations

Funds must be used exclusively for justice center purposes: land acquisition, planning, construction, maintenance, operations, utilities, architectural/engineering studies, and building security

Counties and municipalities must establish a separate "Justice Center Fund" account and maintain records of all surcharges collected and expenditures made
