Prohibits students with unlawful immigration status from receiving postsecondary education public benefits, including institutional financial aid from public colleges and state-administered grants and scholarships

Requires all postsecondary institutions to annually certify to the Department of Higher Education that they have not knowingly awarded public benefits to students without lawful immigration status

Mandates that students with unlawful immigration status be charged the same tuition rate as international students at public higher education institutions, prohibiting any rate lower than what out-of-state U.S. citizens pay

Specifies acceptable documents for verifying lawful status, including FAFSA records, state-issued IDs, U.S. birth certificates, military IDs, and federal immigration documents
