Requires the Missouri Department of Health and Senior Services to conduct mandatory annual on-site inspections of ambulatory surgical centers that perform second or third trimester abortions, or five or more first trimester abortions per month

Allows the department to delegate inspection authority to officials in political subdivisions with populations of at least 450,000

Mandates that all inspection and investigation reports be made available to the public

Permits redaction of report portions that contain information not subject to disclosure under existing law
