Amends Missouri's prevailing wage law (sections 290.210 and 290.262) to create a two-tier system for determining prevailing wages on public works projects based on county classification

For most Missouri counties, prevailing wage would be set using the median hourly wage from U.S. Bureau of Labor Statistics data for construction and extraction occupations, rather than locally reported wage data

Maintains the current wage determination process (using collective bargaining agreements, trade organization rates, and locally paid rates) only for approximately 11 specific urban/suburban counties including St. Louis County, Kansas City area counties, and the City of St. Louis

Narrows the definition of "construction" to exclude "improvement," "alteration," and "major repair" work, limiting the types of projects subject to prevailing wage requirements

Removes several statutory definitions including "adjacent county," "collective bargaining agreement," and "labor organization," and eliminates the detailed methodology for determining wages in third and fourth classification counties
