Creates the "Office of Administration Energy Conservation Fund" in the state treasury, funded by 15% of annual energy cost savings from conservation measures implemented since 2008

Fund may only be used for energy conservation, energy efficiency, and cost-effective cogeneration purposes

Moneys remaining in the fund at the end of the biennium do not revert to the general revenue fund; interest earned on investments stays in the fund

Office of Administration must annually calculate total cost savings by measuring kilowatt hours (kWh) and therms (MMBtu) saved from energy efficiency measures, multiplied by applicable energy rates

Commissioner of Administration required to establish rules for measuring energy savings consistent with industry standards
