Prohibits all Missouri counties, cities, towns, villages, municipalities, state agencies, and political subdivisions from enacting or enforcing laws authorizing automated traffic enforcement systems (red light cameras, speed cameras) on public roads

Bans using automated systems to establish evidence of traffic signal, speed, or other traffic law violations, and prohibits collecting any civil or criminal fines, fees, or penalties based on such evidence

Explicitly exempts automated license plate readers from the prohibition

Requires voter approval through a referendum scheduled for the Tuesday after the first Monday in August 2016, or at a special election called by the governor

Adds new section 304.855 to Chapter 304 of the Missouri Revised Statutes
