Prohibits Missouri and all political subdivisions from adopting or implementing policy recommendations that infringe on private property rights without due process, specifically those originating from or traceable to the United Nations Agenda 21 (adopted in 1992) or any other international law contravening the U.S. or Missouri Constitutions.

Defines "political subdivision" broadly to include state, county, incorporated and unincorporated cities, public local entities, public-private partnerships, and any other public entity.

Bans the state and political subdivisions from entering agreements with, spending money on, receiving funds from, contracting with, or providing financial aid to nongovernmental and intergovernmental organizations accredited by the United Nations to implement Agenda 21 policies.

Adds new section 1.370 to Chapter 1 of the Missouri Revised Statutes.
