Amends Section 210.166, RSMo to protect parents from child abuse or neglect charges when they have sought care from a licensed medical or mental health provider, obtained a diagnosis, and are following the prescribed treatment plan

Prohibits mandatory reporters (as defined in section 210.115) from filing abuse or neglect reports based solely on a parent's decision to follow one licensed provider's treatment recommendation over another's conflicting opinion

Allows parents to choose between conflicting treatment plans from different licensed providers in non-life-threatening situations without being subject to override

Requires "clear and convincing evidence" to override parental medical decisions even in life-threatening conditions, provided parents are following a licensed provider's advice

Designates these new parental protections as "Isaiah's Law"
