Municipalities in charter counties with over 950,000 inhabitants must meet minimum standards by providing at least 75% of 12 specified services, including balanced budgets, annual audits, capital improvement plans, adequate insurance, law enforcement with at least two officers per shift, and written use-of-force policies

Residents can petition the circuit court if a municipality fails to meet at least three standards for two months; requires signatures from 30% of voters in the last gubernatorial election to trigger court review and appointment of a university-led advisory committee

Courts may impose escalating remedies for non-compliant municipalities: appointment of an administrative authority to control revenues, removal of elected officials after 180 days, forced merger vote with adjacent municipality, or disincorporation if 40% of voters petition

Law enforcement agencies must carry liability insurance for officers, with officers personally responsible for premium increases caused by improper, violent, or risky conduct

Law enforcement agencies with a racial disparity index of 1.00 or greater in traffic stops for three consecutive years shall be dissolved, with duties transferred to an adjoining agency with a disparity index of 0.50 or less, or to the state highway patrol if none qualifies
